Sudirman No. 6 Kota Gorontalo Email: trifandilasalewo@gmail.com ABSTRAK Proses mengembangkan keunggulan bersaing industri disuatu wilayah, mensyaratkan penetapan urutan prioritas kebijakan pembangunan industri berdasarkan kriteria tertentu. Urutan ini didasarkan pada orientasi dan rencana pengembangan menurut perspektif para stakeholder industri di wilayah tersebut. Keunggulan bersaing ini berhubungan dengan tujuan industri dalam mencapai performansi terbaiknya dan strategi yang akan diterapkan agar suatu industri memiliki karakteristik unggul. Berdasarkan hasil penyebaran kuesioner dan pengolahan data tahap I dengan menggunakan Metoda The Law of Comparative Judgement (LCJ), diperoleh fakta bahwa terdapat 11 (sebelas) variabel yang layak dipertimbangkan sebagai pembentuk model competitive priorities pada IKM di Provinsi Gorontalo. Urutan prioritasnya adalah Kualitas (Quality), Biaya (Cost/Price), Sistem Pengiriman (Delivery), Fokus pada Konsumen (Customer Focus), Fleksibilitas (Flexibility), Kemampuan Berinovasi (Innovativeness), Berorientasi Pasar (Market Orientation), Know-How, Mengikuti Perkembangan Teknologi (Progress Technology), Hubungan Perdagangan (Trading Partner) dan Dukungan dari Pemerintah/Lembaga Swasta (Institution Support). Dari hasil pengumpulan dan pengolahan data tahap II, diperoleh informasi bahwa terdapat 10 (sepuluh) faktor dominan yang secara signifikan mempengaruhi keunggulan bersaing IKM di Provinsi Gorontalo yakni Sistem Pengiriman (Delivery), Fokus Pada Konsumen (Customer Focus), Biaya Peningkatan Kualitas (Quality Cost), Penerapan Teknologi Baru (New Technology Implementation), Fleksibilitas Produksi (Production Flexibility), Kualitas Produk (Product Quality), Atribut Produk (Product Attribute), Struktur Organisasi Ramping (Lean Organization), Pengurangan Kecacatan Produk (Low Defect Rate), dan Produk Tahan Lama (Product Durability). Kata Kunci: Industri Kecil Menengah, Model Competitive Priorities ABSTRACT The process of developing competitive advantage of industry in one area requires order of priority of industrial development policy based on certain criteria. This order is based on the orientation and development plan according to the stakeholders’ perspective in the area. This competitive advantage is related to industrial goals, which are to achieve the best performance and applied the best strategy. Based on the result of the questionnaire distribution and first stage data processing using The Law of Comparative Judgment (LCJ), it is revealed that there are 11 (eleven) variables that are worth considering as a Competitive Priorities model in SMIs in Gorontalo Province. The order of priorities is Quality, Cost/Price, Delivery, Customer Focus, Flexibility, and Innovativeness, Market Orientation, Know-How, Progress in Technology, Trading Partners, and Institutional Support. The results of data collected and processed at the second stage show that there are 10 (ten) dominant factors which significantly influence the competitiveness of Small Medium Industries in Gorontalo Province. This competitiveness is Delivery System, Consumer Focus, Quality Cost, New Technology Implementation, Production Flexibility, Product Quality, Product Attribute, Lean Organization, Low Defect Rate, and Product Durability.
