3.1 Introduction
Multilevel choices have been revived from the “Stackelberg Game Hypothesis”
(Bellman & Zadeh, 1970) and adopted from sprung research systems to consider
negotiating between rational elements of preference that are distributed over a range
of stages. In a seamless hierarchical process, the leader and the adherent become
distinct preference components at the top and bottom level, and they select their
individual options successively to streamline their particular objectives. The cycle
of decision making allows the pioneer to make his own decision and the adherent
refers to the pioneer’s preference in full before and after. Nevertheless, the prefer-
ence of the founder is verifably impacted by the reaction of the devotee. Because
this classifcation of progressive dynamic frequently shows up in many decentral-
ized administration issues in reality, the staggered dynamic has roused various
explorations of choice models (Ren & Wang, 2014), arrangement approaches (Tan,
Aviso, Cruz Jr., & Culaba, 2011), and applications (Nath & Sagnika, 2020).
Decision making is a mechanism in which appropriate effective alternatives or
action courses may be chosen from a set of alternatives to attain the targets (Gan &
Xu, 2014). There is confusion about other choices. Hence the capacity to manage
prisoned and uncertain information, such as high income and fast and low costs, is
