Anonymous (2015) has determined a Local Activity Center (PKL) plan, a Regional Activity Center (PKK) plan and an Environmental Service Center (PPL) plan as well as a road network system classification. The purpose of this study was to assess the application of the SPM in the road sector in Nagan Raya Regency, determine the SPM for the road sector based on inter-regional connectivity indicators in accordance with the RTRW Nagan Raya and determine the SPM fulfillment in the road sector based on the percentage indicator of road condition levels in Nagan Raya Regency. This research was conducted by collecting data, namely the RTRW Book of Nagan Raya Regency, data on road conditions and LHRT. The application of SPM connectivity in 2015 in the Padang Rubek - Lueng Baro area was 91.29 percent, Babussalam - Lueng Baro was 91.78 percent, and Alue Bilie - Lueng Baro was 90.48 percent. The value of road conditions through the road condition survey using the visual method was categorized as Good (B) and Medium (S), namely 90.78 percent and 9.22 percent. The value of road conditions through a detailed road condition survey was categorized as Good (B) by 96.51 percent, moderate condition (S) by 1.94 percent, and in lightly damaged conditions (RR) by 1.55 percent. The fulfillment of the SPM in the road sector in Nagan Raya Regency through a detailed road condition survey was an average of 164.10 percent, while through a survey of road conditions using the visual method was 166.67 percent. PENDAHULUAN Pertumbuhan ekonomi di Kabupaten Nagan Raya sangat tergantung pada beberapa sektor yaitu sektor pertanian, kehutanan dan perikanan serta sektor pertambangan dan penggalian. Dengan luas wilayah sebesar 3.544,90 km2 dan melayani 10 (sepuluh) kecamatan Kabupaten Nagan Raya menjadi kabupaten strategis dalam pengembangan sektor perkebunan terutama komoditas kelapa sawit. Akses pergerakan barang dan jasa terutama hasil perkebunan dan pertanian perlu didukung oleh sarana dan prasarana transportasi yang baik, berkualitas dan sesuai dengan SPM. Penerapan SPM jalan di Kabupaten Nagan Raya merupakan kewajiban pemerintah pusat, provinsi dan kabupaten sesuai dengan tugas, fungsi dan kewenangan masing-masing.
