Büyük bir örgüt olarak değerlendirildiğinde devletin de kriz yaşaması normal karşılanabilir. Devlet örgütü içinde yaşanan krizlerde göz önünde bulundurulması gereken noktalardan biri, krizin nedeni olan kurumun yapısal ve işlevsel niteliğidir. Devlet, karşı karşıya bulunduğu çoğu toplumsal krizlere güvenlik temelli yaklaşım sergilemektedir. Bu tür durumlarda da başrolü güvenlik örgütleri oynamaktadır. Krizin oluşumunda baş aktör devletin güvenlik birimlerinden biri olan polis örgütü ise o halde kriz yönetimi nasıl uygulanacak, çözüm nasıl bulunacaktır? Bu çalışmanın amacı söz konusu sorulardan hareketle, 12-13 Aralık 2000 tarihinde Türkiye’nin çeşitli illerinde meydana gelen Çevik Kuvvet olaylarını değerlendirmektir. Söz konusu olaylar boyunca devlet ve örgüt yetkilileri tarafından alınan önlemler kriz yönetimi çerçevesinde ele alınmıştır. Çalışmada, ilgili yazın ve gazete haberleri incelenmiştir. It can be accepted as normal that crisis occurs in state as it is considered as a big organization. One of the points that has to be taken into consideration during the crisis occurred in state organization is the structural and functional nature of conducive establishment. States stage security based approaches to most social crisis to which they come face to face. In these situations security organizations have leading part. If the leading part in occurring crisis is police organization which is one of security organizations of a state then how the crisis management will be implemented and how its solution will be found out? The purpose of this study is to try to find out answers of those questions by taking the example of Riot Police demonstrations occurred between 12th-13th of December 2000 in some provinces of Turkey. The measures that were taken by the officials of state and organization during said demonstrations were argued in the frame of crisis management. In this study, related literature and news from newspapers were scrutinised.
