This study is a normative juridical legal research, namely research conduct a search of legal norms contained in the regulations applicable legislation regarding Education. Data that has been collected both from the results of library research and from the field research are then analyzed qualitatively descriptive. The research results show that the implementation of the regent's function as the head of the district Sanggau in providing services in the field of education in order to improve the quality of education in the implementation of the function of conducting supervision in the field of education Keywords: Functions of Regional Heads, Sangau District, Educational Supervision. A. PENDAHULUAN Kebutuhan pendidikan merupakan kebutuhan dasar yang wajib disediakan oleh negara, sejalan dengan Amanah Konstitusi Negara Indonesia dalam Undang-undang Dasar 1945 Pasal 28C ayat (1) berbunyi, “Setiap orang berhak mengembangkan diri melalui pemenuhan kebutuhan dasarnya, berhak mendapat pendidikan dan memperoleh manfaat dari ilmu pengetahuan dan teknologi, seni dan budaya, demi meningkatkan kualitas hidupnya dan demi kesejahteraan umat manusia 1 .” Tertuang juga dalam amanah Konstitusi dengan jelas bahwa Pendidikan sebagai Hak Asasi Manusia, amanah ini tercantum pada Pasal 31 ayat (1) Undang-undang Dasar 1945 berbunyi: “Tiap-tiap warga negara berhak mendapat pengajaran”, dilanjutkan Pasal 31 ayat (2) berbunyi “Setiap warga Negara wajib mengikuti pendidikan dasar dan pemerintah wajib Membiayai.” Serta dalam Pasal 31 ayat (3) “Pemerintah mengusahakan dan menyelenggarakan satu sistem pendidikan Nasional, yang 1 Tim Pengembang Ilmu Pendidikan FIP-UPI, 2009, Ilmu Pendidikan dan Aplikasi Pendidikan, PT.
