These layers provide historical and cultural continuity and tell the story of the city, thanks to the coexistence of tangible or intangible cultural heritage values on the ground. At the same time, these layers, which give cities their authenticity, are changing and transforming with urbanization in the historical process, and the traces of the past are erased or damaged. The main topic of the science of urban archeology, which has emerged recently in order to develop strategies against these changes and transformations, is to make urban archaeological sites accessible through sustainable integrated protection. Since the existing conservation methods are insufficient to solve the problems of multi-layered cities, the biggest challenge, in particular, is the integration of archaeological layers with today's. New design demands emerging from socio-economic and cultural needs trigger urbanization which has threatened protected areas and listed architectural buildings. This threat has made it important to the protection issue in urban archeologic sites. In this context, the ancient city of Prusias ad Hypium in the province of Düzce which is dated to the 3rd century BC is aimed to examine from the view of the urban archeological concept. Thus the research tackles the conservation problem in a holistic way with the integration of the archeological heritage, local civil architecture, and examples of the early republic with the texture of the recent period. Suggested methods are discussed for the integration of the archaeological site with the conservation and planning studies in the city and its integration with the modern city. In this context, the ancient city of Prusias ad Hypium and its surroundings were examined, and conservation problems were determined and suggestions were presented. Structured Abstract: Increasing immigration after the Industrial Revolution caused intense population pressure in the cities and brought about an increase in urbanization. Increasing migrations caused rapid construction due to insufficient existing building stocks. Rapid and intense urbanization has paved the way for cities to lose their historical texture. In this direction, in the 19th century, the theoretical discussions centered on the concept of conservation increased and continued until the 20th century, and some theoretical developments were experienced. In particular, the loss of identity and value in historical cities brought the issue of protection to the agenda with all its layers, and it was mentioned for the first time in the concept of holistic protection in the 1981 Burra Statute.
