ABSTRACT
Research results show that the Dong Trieu town government has paid particular attention to
residential land management. Legal documents on residential land management are strictly
implemented; The contents of state management of residential land are implemented synchronously
and uniformly. Besides the successes achieved, the state management of residential land in Dong Trieu
town over the years still has some limitations. Based on research on the current situation, the topic has
proposed several vital solutions to strengthen the state management of residential land in Dong Trieu
town as a basis for state management agencies to apply. in the process of performing official duties
related to land in the locality.

1. INTRODUCTION
In Quang Ninh province in general and Dong Trieu
town in particular, urbanization has taken place
very clearly, along with socio-economic
development policies and the direct impacts of
land users on making land use less favorable. land
management, especially residential land, must be
stricter. Over the years, the management and
service of residential land have been done quite
well by Dong Trieu town, bringing about apparent
effects, making an essential contribution to the
development of the locality. However, along with
the general situation of the whole country,
residential land in Dong Trieu town also has
complicated problems that currently state
management agencies are facing and are gradually
studying and developing to provide appropriate
solutions to perform management tasks.
2. LITERATURE REVIEW
State management of residential land is a topic
that has received much attention from domestic
and foreign scientists. There have been many
studies from different perspectives and
approaches to this issue. As follows:
In the research work, Nguyen Khac Thai Son:
"State management of land" [5], the author raised
some theoretical issues about state management
of land and the state management apparatus of
land. The author has clarified the legal basis for
land management activities, such as Some
regulations on planning and land use planning;
Some regulations on granting land use right
certificates; Managing the issuance of land use
right certificates; Statistics and inventory of land;
manage and supervise the exercise of rights of
land users; To inspect and examine the
observance of the provisions of the Law on Land;
Land dispute resolution.
- Nguyen Dinh Hong, in the book: "Modern land
management models in some countries and
experiences for Vietnam" [3], analyzed the land
legal system in the world, land use planning
residential land use, rights registration system,
transaction document registration system; land
information system, land valuation, land
acquisition, land expropriation, land
expropriation, land fund development, land
allocation, land lease in the US, UK, France,
Germany, Sweden, Australia, Russia. .. On that
basis to build a modern land management system
in Vietnam in the period 1991 - 2020.
- Nguyen Quang Tuyen, in his doctoral thesis:
"Legal status of land users in civil and commercial
transactions on land" [6], has studied the
provisions of law, the status of land users,
influence land transactions as well as the
management and promotion of real estate market
development and improvement of land legislation.
- Nguyen Ngoc Anh, in the research work:
"Improving the State management of land in Me
Linh district, Hanoi city" [1], the author believes
