To build involvement necessary to know the conditions that encourage the growth of interest in participating. This study aims to determine the determinants of stakeholder participation and stratification based on their interest in being involved in developing the tourist area of Kedung Ombo. This study uses a mixed-method paradigm to reach comprehensive information related to ex-ante cases. Data collection used focus group discussion method and questionnaire. The data analysis used the Qualitative Comparative Analysis (QCA) method, assisted by the Tosmana software version 1.52. The results show that there are four pathways to form stakeholder participation, namely: 1. They are building a correct mindset towards tourism, accompanied by ownership of capacity and confidence in tourist areas’ ability to facilitate common interests. 2. Stakeholders have good capacity in human resources, budget, technical support, and development of tourist attractions. 3. Building the right mindset towards tourism, accompanied by good relationships between stakeholders. Among several stakeholders, Perhutani Telawah, Bappeda Sragen, Dinas Pemuda, Olahraga dan Pariwiwata Sragen and Tourism College are the institutions with the highest interest in involvement. These findings can be the basis for developing a participatory policy for developing Kedung Ombo tourist destinations. Keywords: Kedung Ombo, participation, stakeholders; QCA
