INTRODUCTION Strategic monitoring plays one of the key roles in a cycle of supporting the formation, implementation and correction of the socio-economic system (SES) (industrial enterprises, corporations, cities, etc.) development. Its main purpose is to monitor the achievement of strategic goals of SES development in a changing external environment. Strategic monitoring is aimed at the timely detection of (1) favorable and unfavorable changes in the external environment, and (2) changes in the SES properties (its strengths and weaknesses), which may affect the implementation of the adopted development strategy. Modern situations became significantly much more complicated, they are characterized by fast variability, interaction of a set of diverse and interdisciplinary factors (political, social and economic, scientific and technical, technological, etc.). The essential part of factors is weakly formalizable since their measurement is itself a complex problem, and their interaction in a situation often has an unobvious character (such situations are classified as semistructured). Considering complexity, weak formalizability of modern situations, on the one hand, strategic management experts note the necessity of expansion of the corresponding scientific and methodical support. On the other hand, methods of analysis and forecasting of system development on the basis of cognitive-map-based models, have proven to be pretty effective. Cognitive map of a situation is a model representing the expert knowledge of a situation in the form of structure of causal influences. Popularity and range of implementation of cognitive maps is constantly increasing (see the recent review by Papageorgiou E. (2013)), including the production sector (Fathian M. (2009), Groumpos P. (2014) etc.). On the basis of analysis of foreign and Russian publications in the field of strategic management, our experience of solution of practical problems of SES control, we propose the scheme of organization of a situation strategic monitoring. Support of its separate stages is based on the developed cognitive-map-based approaches and methods, including the approach to diagnosing the system development problems Avdeeva and Kovriga (2013)); the approach to SWOT-analysis on the cognitive model of the situation (Kovriga (2005); Avdeeva et al. (2007)). SWOT-analysis is one of the popular techiques for situation analysis in strategic planning and management of SES development with the growing number of variations (in the sense of methodological support) (Ghazinoory et al. (2011)). The paper proposes the statements of a SES development control problems under the influence of external environment (with inclusion of these problems in the proposed scheme of strategic monitoring) and the general scheme for their solution. 2. SITUATION STRATEGIC MONITORING Strategic monitoring (Fig. 1) is based on the cognitive model (section 3), in which the situation is represented in the form of structure of causal influences between the factors of internal int X (with selected goal factors of SES development and the favourable direction of their change), and external ext X environment.
