Lutsyk Oksana Pereiaslav-Khmelnytskyi Hryhorii Skovoroda State Pedagogical University REGIONAL ASPECT OF THE PROCESS OF INDEPENDENT COMMUNITY’S CREATION: STATE AND PROSPECTS OF THE KYIV REGION (2015-2017) Summary. Local self-government is a basic part of public administration. Analysis of the specifcs of local government proves the important role of citizens for the development of municipal authorities. In fact, the com- munity is the driving force for the process of changing the political system and self-government is its effective form. The transfer of broader powers to the people is one of the characteristics of the process of decentraliza- tion of power. For each country the way to build effective local and regional self-government is unique, taking into account different features: historical, political, social, cultural and others. The division of powers between the national, regional and local levels of government is a necessary condition for the development and stable functioning of the state. Peculiarities of the power decentralization process in Ukraine at the present stage are: creation of a state three-level system of administrative-territorial organization (region, district, community); unifcation of communities and giving them broad powers, elections of heads of newly created communities; liquidation of state administrations and transfer of their main powers to local self-government bodies; creation of the prefect institute (representative of the President); educational reform; transparency, legitimacy of local policy and accountability of the local elite to voters. Decentralization is one of the most important reforms in actual Ukraine; its implementation is a balanced step towards approaching to the standards of the world com- munity. This article analyzes the frst experience of the process of forming independent economically viable communities in Ukraine and considers the prospects of uniting communities in Kyiv region. Already these frst results convincingly proved the effectiveness of the initiated administrative-territorial reform with decentral- ization of power, because the formed communities are approbation on our basis of foreign experience with the use of partnership programs (as assistance in the reforms). Renewing approaches to building the work of local governments are an indicator that building effective communities – sources of power in Ukraine goes the right way. In the beginning of June 2017, the Kyiv region has the lowest number of UTCs (only 2), although at the end of 2015 a long-term plan of the region was drawn up, which indicated 45 UTCs and 22 settlements that have not yet been determined.
