Department, The Islamic University of Gaza, Palestine, Email: mhallaq@mail.iugaza.edu . ﻏﺯﺓ ﻤﺩﻴﻨﺔ ﻓﻲ ﺍﻟﻁﺭﻕ ﺭﺼﻔﺎﺕ ﺼﻴﺎﻨﺔ ﻹﺩﺍﺭﺓ ﻨﻅﺎﻡ ﺘﻁﻭﻴﺭ ﻤﻠﺨـﺹ: ﺍﻟﻔﻠﺴﻁﻴﻨﻴﺔ ﺍﻟﻤﺩﻥ ﻜﺴﺎﺌﺭ ﻏﺯﺓ ﻤﺩﻴـﻨﺔ ﺘﻭﺍﺠـﻪ- ﻋﺎﻤﺔ ﺒﺼـﻭﺭﺓ ﺍﻟﺒﻨﻴﺔﺍﻟﺘﺤﺘﻴﺔ ﺘﻘﺎﺩﻡ ﺒﺨﺼﻭﺹ ﺨﺎﺼﺔ ﺒﺼﻭﺭﺓ ﺍﻟﻁﺭﻕ ﻭﺭﺼﻔﺎﺕ- ﻜﺒﻴﺭﺍ ﺘﺤﺩﻴﺎ. ﺍﻟﺘﺂﻜل ﺍﻟﺘﻠﻑ ﻓﻲ ﺘﺯﺩﺍﺩ ﺍﻟﺭﺼﻔﺎﺕ ﺃﻥ ﺍﻟﻤﻼﺤﻅ ﻤﻥ ﻓﺈﻨﻪ ﻋﺩﻴـﺩﺓ ﻷﺴـﺒﺎﺏ، ﺃﻫﻤﻬـﺎ: ﺍﻷ ﺯﻴﺎﺩﺓ ﺤﻤﺎل، ﺍﻹﺴﺘﺨﺩﺍﻡ ﺴﻭﺀ، ﻟﻠﻁﺭﻕ ﺍﻟﺴﻴﺌﺔ ﺍﻹﺩﺍﺭﺓ ﻭﻜﺫﻟﻙ. ﺘﻌﺘﺒﺭ ﺤﻴﺙ ﻟﻠﻁﺭﻕ ﺍﻹﻓﺘﺭﺍﻀﻲ ﺍﻟﻌﻤﺭ ﺨﻼل ﺘﻁﺭﺃ ﺍﻟﺘﻲ ﻟﻠﺘﻐﻴﺭﺍﺕ ﻤﻭﺍﻜﺒﺔ ﻏﻴﺭ ﻏﺯﺓ ﻤﺩﻴﻨﺔ ﻓﻲ ﻟﻠﻁﺭﻕ ﺍﻟﺤﺎﻟـﻴﺔ ﺍﻹﺩﺍﺭﺓ، ﺘﻤﺎﻤﺎ ﻏﺎﺌﺒﺎ ﺭﺒﻤﺎ ﺃﻭ ﻤﺘﺄﺨﺭﺍ ﺍﻟﻁﺭﻕ ﺭﺼﻔﺎﺕ ﻟﺼﻴﺎﻨﺔ ﺍﻟﻘﺭﺍﺭ ﺍﺘﺨﺎﺫ ﻴﺠﻌـل ﺍﻟـﺫﻱ ﺍﻷﻤـﺭ. ﻫﺫﺍ ﻓﺈﻥ ﻋﻠﻴﻪ ﻴﻬﺩﻑ ﺍﻟﺒﺤﺙ ﻏﺯﺓ ﻤﺩﻴﻨﺔ ﻓﻲ ﺍﻟﻁﺭﻕ ﺭﺼﻔﺎﺕ ﺼﻴﺎﻨﺔ ﻹﺩﺍﺭﺓ ﻨﻅﺎﻡ ﺘﻁﻭﻴﺭ ﺇﻟﻰ... (PMMS) ، ﺒﺫﻟﻙ ﻤﻌﺘﻤﺩﺍ ﺍﻟﻁﺭﻕ ﺭﺼﻔﺎﺕ ﺘﻘﻴﻴﻡ ﺒﺭﻨﺎﻤﺞ ﺒﻴﻥ ﺍﻟﻤﺒﺎﺸﺭ ﺍﻟﺘﻜﺎﻤل ﻋﻠـﻰ(Micro PAVER) ﺘﺨﺩﻡ ﺍﻟﺘﻲ ﺍﻟﺒﺭﺍﻤﺞ ﺃﺤﺩ ﺍﻟﺠﻐﺭﺍﻓﻴﺔ ﺍﻟﻤﻌﻠﻭﻤﺎﺕ ﻨﻅﺎﻡ(GIS) ﺒﺭﻨﺎﻤﺞ ﻭﻫﻭ(GeoMedia) ﻟﺘﺤﺩﻴﺙ ﻭﺍﻀﺤﺔ ﻤﻨﻬﺠﻴﺔ ﺘﺤﺩﻴﺩ ﻜﺫﻟﻙ ﺘﺸﻐﻴ ﺒﺸﻜل ﺒﺼﻴﺎﻨﺘﻬﺎ ﺍﻟﻤﺘﻌﻠﻘﺔ ﺍﻷﻨﺸﻁﺔ ﺃﺩﺍﺀ ﺘﺤﺴﻥ ﺃﺩﻭﺍﺕ ﺘﻭﻓﻴﺭ ﺃﻴﻀﺎ ﺍﻟﺭﺼﻔﺎﺕ ﻫﺫﻩ ﻋﻠﻰ ﺍﻟﻤﺤﺎﻓﻅﺔ ل ﻨﻭﻋﻴﺔ ﺃﻓﻀل ﻓﻌﺎﻟﻴﺔ ﺃﻜـﺜﺭ. ﺘﺤﺘﻭﻱ ﺒﻘﻭﺍﺌﻡ ﻤﺩﻋﻤﺔ ﻤﺒﺴﻁﺔ ﺭﺴﻭﻤﻴﺔ ﺒﻭﺍﺠﻬﺔ ﺍﻟﺒﺤﺙ ﺨﺭﺝ ﻓﻘﺩ ﺒﺎﻟﺘﺎﻟﻲ ﺍﻟﺸﺒﻜﺔ ﻁﺭﻕ ﻟﻜل ﺍﻟﺨﺎﺼﺔ ﺍﻟﻤﻌﻠﻭﻤﺎﺕ ﺃﻫـﻡ ﺃﺤـﺩﺙ ﻋﻠـﻰ، ﺍﻟﻘﺭﺍ ﺍﺘﺨﺎﺫ ﻋﻠﻰ ﺘﺴﺎﻋﺩ ﺍﻟﺘﻲ ﺍﻟﻔﻭﺭﻱ ﺍﻟﻁﺭﻕ ﻫﺫﻩ ﺘﻁﻭﻴﺭ ﻟﺼـﻴﺎﻨﺔ ﺍﻟﻤﻨﺎﺴـﺏ. ﻨﻅﺎﻡ ﺘﺤﻠﻴل ﺃﻴﻀﺎ ﺘﻡ ﻗﺩPMMS ﺇﺠﺭﺍﺀ ﺨﻼل ﻤﻥ ﺍﻟﻤﻘﺘﺭﺡ ﻴﺴﺎﻭﻱ ﺒﻁﻭل ﻁﺭﻕ ﻤﻘﺎﻁﻊ ﺘﺘﻀﻤﻥ ﺍﻟﻤﺩﻴﻨﺔ ﺸﺒﻜﺔ ﻤﻥ ﺍﺨﺘﺒﺎﺭﻴﺔ ﻟﻤﻨﻁﻘﺔ ﻤﻴﺩﺍﻨـﻲ ﻓﺤـﺹ20 ﺘﻘﺭﻴﺒﺎ ﻜﻡ ﺍﻟﻤﻘﺎﻁﻊ ﻫﺫﻩ ﻟﺼﻴﺎﻨﺔ ﺍﻟﻼﺯﻤﺔ ﺍﻟﻤﺨﺭﺠﺎﺕ ﻋﻠﻰ ﺍﻟﺤﺼﻭل ﺒﺎﻟﺘﺎﻟﻲ. Abstract Gaza City, like many cities throughout Palestine, is facing a monumental challenge in dealing with aging infrastructure. For pavements in particular, it is observed that they have been deteriorated because of misuse, overuse and mismanagement. The current management reveals that the system used is not flexible enough to reflect changing conditions and is poor to assist in decision making during the design life of pavements. This study aims to initiate a Pavement Maintenance Management System (PMMS) for Gaza City in which it provides a systematic process of maintaining, upgrading and operating the City pavements and tools to facilitate a more flexible approach that can enable to perform tasks better, more economically, effectively and of higher quality. A system has been presented to facilitate the decision making process for Gaza City pavements. It is based mainly on the direct integration between Micro PAVER as a pavement software and GeoMedia Professional as Geographic
