Jurnal Analis Kebijakan | Vol. 4 No. 2 Tahun 2020 75 MENYOAL FILANTROPI : INVESTASI SOSIAL DI TENGAH PANDEMI PHILANTHROPY: SOCIAL INVESTMENT DURING PANDEMY Fitriansyah Bappeda Provinsi Kepulauan Bangka Belitung ABSTRAK Krisis yang terjadi saat ini sebagai dampak Covid-19 menyebabkan kinerja perekonomian nasional terganggu. Begitu juga sendi-sendi kehidupan sosial ekonomi masyarakat mengalami kendala dan hambatan sebagai akibat dari kebijakan pembatasan aktifitas masyarakat untuk menekan berkembangnya pandemi Covid-19. Pemerintah telah menunjukkan tanggung jawabnya dalam konteks negara kesejahteraan melalui kebijakan perlindungan sosial. Sedangkan berbagai kegiatan filantropi yang dilakukan masyarakat merupakan angin segar bagi ketahanan bangsa dalam menghadapi pandemi Covid-19. Berbagai kegiatan filantropy dalam menggalang dana masyarakat dan perusahaan telah banyak dilakukan. Namun sasaran dan tujuan kegiatannya hanya bersifat jangka pendek, yaitu dimanfaatkan untuk menyediakan Alat Pelindung Diri (APD) dan kebutuhan alat kesehatan lainnya serta menyediakan kebutuhan sembako bagi masyarakat yang terdampak covid-19. Policy Brief ini bertujuan untuk menganilisis dan mengkaji penerapan filantropi sebagai sebuah kebijakan di tengah pandemic covid-19. Metode penulisan adalah deskriptif kualitatif, yaitu mengkaji beberapa literatur yang berkaitan dengan dampak covid-19 dan kegiatan filantropi yang dilakukan oleh masyarakat dan perusahaan. Menurut penulis sebaiknya kebijakan filantropi yang dilakukan dapat memberikan nilai sosial ekonomi yang berkelanjutan bagi masyarakat (sustainable programe), yaitu berupa investasi sosial sebagai upaya penjaminan agar tiap-tiap individu punya kemampuan dan kualitas yang diperlukan untuk bekerja, bertahan hidup, dan menjalankan fungsinya sebagai warga negara di masa kini dan mendatang. Program yang dilakukan dapat berupa Pembangunan Masyarakat (community development) dengan sasaran untuk menciptakan kemandirian ekonomi masyarakat dan memberikan aksesibilitas usaha serta memperkuat ketahanan sosial masyarakat. The government has demonstrated its responsibility in the context of the welfare state through social protection policies. Meanwhile, various philanthropic activities carried out by the community are a breath of fresh air for the nation's resilience in facing the Covid-19 pandemic. Various philanthropic activities in raising public and corporate funds have been carried out. However, the goals and objectives of these activities are only short-term, namely to be used to provide Personal Protective Equipment (PPE) and other medical equipment needs as well as provide basic food needs for people affected by Covid-19. This Policy Brief aims to analyze and examine the application of philanthropy as a policy in the midst of the Covid-19 pandemic. The writing method is descriptive qualitative, which examines some literature related to the impact of Covid-19 and philanthropic activities carried out by communities and companies. According to the author, the philanthropic policy that is carried out should provide sustainable socio-economic value for society (sustainable program), namely in the form of social investment as an effort to guarantee that each individual has the abilities and qualities needed to work, survive, and carry out their functions as citizens. present and future countries. Programs carried out can be in the form of community development with the aim of creating community economic independence and providing business accessibility and strengthening community social resilience.
