Throughout the country questions that called for judicial reforms revolved around trust in judicial administration, quality of service, independence of courts and efficiency in the delivery of justice. Judicial reforms experiences are an indication that more information is required to assess and evaluate trends among the different courts in the country making judicial decisions. However, in effect little is known about the trends in the court performance throughout the country. This study therefore addressed the service quality dimensions of court performance recognizing that effectiveness and efficiency are critical issues in the judicial reform agenda.
