Pragmatisme politik juga mempermasalahkan bagaimana negara dapat berfungsi, dalam arti segala konsekuensi dan tindakan selalu mengacu pada individu, kelompok, dan masyarakat secara menyeluruh. Politik Amerika Serikat berorientasi pada tujuan dan hasil yang akan diperoleh, dengan tidak memperhatikan cara mekanisme pencapaiannya.Tidak mengejutkan apabila inkonsistensi dan kontroversi dalam Kebijakan Luar Negeri AS, namun kepentingan secara pragmatis pada akhirnya memaksa AS pada kebijakan- Kebijakan yang bersifat elastis.Jenis penelitian dari penelitian ini adalah deskriptif eksplanatif, penulis membahas Elastisitas Politik Luar Negeri AS terhadap ISIS dengan kebaruan kajian tentang Inkonsistensi Kebijakan dengan menggunakan teori Pragmatisme dan melacak faktor-faktor yang mempengaruhi Kebijakan Luar Negeri AS melalui tipologi strategi politik luar negeri dari buku John. P. Lovell, yang model strategi ini dicetus oleh William D. Coplin.Inkonsistensi berkaitan dengan pragmatisme yang merupakan the way of life bangsa Amerika. Dinamika dalam invasi menjadi pengaruh besar terhadap proses kebijakan AS, serta gaya kepemimpinan yang diterapkansangat berpengaruh sekali terhadap Elastisitas Politik Luar Negeri AS itu sendiri.
