This paper describes and discusses how the process of changing the regent's regulation policy which was raised to become a regional regulation and the involvement of related policy formulation actors in the process of changing the regent's regulation policy which was raised to a regional regulation related to efforts to implement a pattern of people’s life whose health and discipline are guaranteed and productivity during the new Covid-19 habit in Musi Banyuasin Regency. The method used in this study is a qualitative method by analyzing, investigating, understanding and researching a problem that has occurred with the aim of providing an in-depth picture of the problem object of research. Collecting data in this study utilizes interviews and documentation methods. The results of this study indicate that the factors behind the change in the policy changes to the regent's regulation which was raised to become a regional regulation related to efforts to implement a pattern of people’s life whose health and discipline are guaranteed and productivity during the new Covid-19 in Musi Banyuasin Regency because there is a connection with the previous legal provisions in the regent's regulation there is a fine, even though the fine can only be contained in the legal product of the regional regulation.
