Praktik pengelolaan sumber daya alam bidang kehutanan yang dilakukan pemerintah justru menjadi pemicu konflik tenurial dengan masyarakat yang berada di sekitar kawasan Tahura Pocut Meurah Intan yang kemudian berdampak terhadap akses pemanfaatan sumber daya alam oleh masyarakat sekitar kawasan.Tujuan penelitian ini untuk menjelaskan konflik tenurial antara KPH Tahura dengan masyarakat berdasarkan pemikiran Melanie G Wiber tentang dampak kebijakan pemerintah terkait pengelolaan sumber daya alam terhadap akses masyarakat sekitar kawasan.Penelitian ini bersifat sosiolegal dengan pendekatan antropologi hukum dengan telaah jurnal-jurnal Melanie G Wiber terkait pluralisme hukum pengelolaan sumber daya alam, peraturan perundang-undangan tentang pengelolaan sumber daya alam bidang kehutanan. Kemudian, penelitian empiris dengan melakukan wawancara kepada narasumber yang terkait dengan objek penelitian.Hasil penelitian bahwa sejarah kawasan pada kelompok hutan seulawah agam sebelum ditetapkan menjadi tahura merupakan kawasan hutan yang dikuasai dan dikelola oleh negara dengan status kawasan konservasi. Konflik tenurial di kawasan KPH Tahura dengan masyarakat merupakan konflik struktural. Kendala penyelesaian konflik tenurial antara KPH Tahura dengan masyarakat adalah disharmonisasi dan miskomunikasi antar para pihak yang berkonflik.Penetapan KPH Tahura masih menyisakan permasalahan. Oleh karena itu pemerintah harus melakukan revisi terkait peraturan pembentukan KPH Tahura dengan turut melibatkan peran serta masyarakat dalam perencanaan dan pengelolaan kawasan hutan. Abstract – The Pocut Meurah Intan Tahura was established based on the Minister of Forestry Decree No.95 / Kpts-II / 2001 as the practice of forestry governance carried out by the government in its authority to determine forest areas. The government's practice of natural resource management in the forestry sector has triggered tenure conflicts with the community around the Pocut Meurah Intan Tahura area, which in turn has an impact on access to natural resource use by communities around the area. The purpose of this study is to explain tenurial conflicts between KPH Tahura and the community based on Melanie G Wiber's thoughts about the impact of government policies related to natural resource management towards the access of communities around the area. This research is sociolegal with a legal anthropology approach with a review of Melanie G Wiber's journals related to legal pluralism of natural resource management, legislation concerning the management of natural resources in the forestry sector. Then, empirical research by conducting interviews with sources related to the object of research. The results of the study that the history of the area in the group of forests under the agam before being determined to be tahura is a forest area that is controlled and managed by the state with the status of a conservation area. Tenurial conflict in the FMU area of Tahura with the community is a structural conflict. The obstacle in resolving tenurial conflicts between KPH Tahura and the community is disharmony and miscommunication between the parties in conflict. The determination of KPH Tahura still leaves problems. Therefore the government must revise the regulation on the establishment of the Tahura KPH by involving the participation of the community in the planning and management of forest areas.
