The program has received facilities from the Trenggalek Regency Government to support the implementation of the MUSRENA (Development Planning Conference). However, there are still a number of problems that can hinder the implementation of the SEPEDA KEREN program, namely the low number of volunteers or local youth to develop the SEPEDA KEREN program, the minimal strategy made by the Trenggalek Regency Government in developing the program in order to get full participation, especially for young people as figures of the nation’s next generation and agents of change ini the nation. The existence of these problems requires an effective and efficient solution to minimize these problems. The data collection technique in this research is qualitative through primary and secondary techniques. Furthermore, it was analyzed using a SWOT analysis. The result of this research is an e-Governance based PEKA.com innovation that is expected to be a strategy in dealing with the Crisis Governance due to the Covid-19 pandemic in Trengalek Regency Keywords: PEKA, SEPEDA KEREN, HR Development Strategy, Crisis Governance, E-Governance.
