In the wake of economic liberalization since the 1980s, India has witnessed pro- found societal changes which became especially visible in the negotiation of gender roles and relationships. These changes are closely interwoven with the rapid growth and expansion of media and communication technologies. With increasing digitalization, and particularly with the arrival of mobile technolo- gies in India, new spheres of visibility, debate and participation have emerged for many individuals and collectives. The convergence of media technologies and changing communicative practices require an approach which is less centered on the study of single media forms or technologies but more focused on what people actually do with these convergent media (Couldry 2012; M. Lim 2012). Focusing on the “loitering” movement in urban India which strives to negotiate the hith- erto restricted access to and participation of women in urban public spaces, this chapter explores the mutual constitution of material urban spaces and new mobile publics (Sheller 2004). The chapter builds on the assumption that the interlocking of preplanned bodily performances such as “sauntering” or “hanging around” in the city and concurrent creation of a mobile public through digital media practice and circulation can be seen as a context-specific response to three interrelated and ongoing processes – urban transformation in the course of economic liberaliza- tion; the repercussions of the discourse of risk and gendered safety in Indian cites (Phadke 2013, 2020); and changing media environments and performative prac- tices of protest and dissent (M. Lim 2014; Schneider and Titzmann 2014).
