DEBATE DEBATE 1385 As contradições entre o SUS universal e as transferências de recursos públicos para os planos e seguros privados de saúde The contradictions between the universal Unified Health System and the transfer of public funds to private health plans and insurances Ligia Bahia 1 1 Instituto de Estudos de Saúde Coletiva, Laboratório de Economia Política da Saúde, Universidade Federal do Rio de Janeiro. ligiabahia@terra.com.br Abstract Trailing the whole group of trends and changes in the scenario of relations between the public and the private, this article analyses the effects of the rise in the rates of return of health plan operators and health insurance companies in 2007. Special attention is given to the segmen- tation of the system, the complaints about the naturalization of inequitable access to health ser- vices and to the depreciation of the original con- cepts of the Unified Health System. The study also gathers information regarding the produc- tion of knowledge about supplementary care with the intent to systemize the bases and methodolog- ical approaches adopted by a selected sub-group of scientific papers. Finally, the article develops con- jectures and hypotheses with regard to possible associations between growth and stability of the health plan and insurance market and as refers to the nature of scientific production about this is- sue, taking into consideration the contradictions between the political and economical circuit in which the health plan and insurance companies are operating and the universality of the Brazil- ian Health System. Key words Relation public/private, Segmenta- tion of the Brazilian Health System, Regulation Resumo Tomando como fio condutor um con- junto de tendências de mudanças no cenário das relações entre o público e o privado, o trabalho analisa os efeitos do aumento das taxas de retorno consignadas pelas empresas de planos de saúde em 2007, detendo-se especialmente nos efeitos da seg- mentação das demandas sobre a naturalização das iniqüidades de acesso aos serviços de saúde e des- virtuamento de conceitos originais do SUS. Nu- tre-se também de informações sobre a produção de conhecimentos sobre a assistência suplementar para sistematizar os fundamentos e abordagens me- todológicas adotadas por um subconjunto selecio- nado de trabalhos científicos. Por fim, são tecidas conjecturas e hipóteses sobre as possíveis associa- ções entre o crescimento/estabilidade do mercado de planos e seguros de saúde e a natureza da produ- ção científica sobre o tema, considerando as con- tradições entre o circuito econômico-político no qual se inscrevem as empresas de planos e seguros de saúde e a universalidade do sistema de saúde brasileiro.
