Qualitative Analysis of Undergraduate Course Plans’ the Department of Political Science and
Public Administration in Turkish Universities

Abstract: Public personnel is one of the basic elements for occuring public administration and doing effective
public service in a country. Therefore, it is important that the sates have qualified public personnel. The states
foundated departments educating and training public administration field at the undergraduate level in
universities for public personnel necessity. There are states universites and foundation universities that provide
training about public administration in Turkey. Public administration education is given twenty-four
departments of public administration and eighty-six departments of political science and public administration
in Turkey. The aim of this study is to analysis undergraduate lessons plans of political science and public
administraion of selected six universities. The sample of the research is political science and public
administration department of six universities established in 1992 and selected from different regions. . In this
study, eight-semester-lessons plans at undergraduate level of political sciences and public administration
departments of Adnan Menderes University Nazilli Faculty of Economics and Administrative Sciences,
Çanakkale Onsekiz Mart University Faculty of Political Sciences, Kafkas University Faculty of Economics
and Administrative Sciences, Kırıkkale University Faculty of Economics and Administrative Sciences,
Süleyman Demirel University Faculty of Economics and Administrative Sciences, Zonguldak Bülent Ecevit
University Faculty of Economics and Administrative Sciences were evaluated. Syllabuses were analyzed
qualitatively with MAXQDA program the method of document review. Politics, administration, city,
environment, law, social, foreing language ve supportive lessons themes were made in this sudy. The findings
were obtained by analysing sub-codes under these themes. As a result of analysis the evidence that there is
different among local government, city and environment, politic and social sciences, management sciences,
law sciences ve foreign language in the politic science and public administration’s plans obtained. Number
of practical lessoons isn’t enough in their lesson plans. The number of students per academic staff is quite high.
It is necessity that more academic staff should be employed and should be updated in the universities’ plans in
order to a balanced distribution among the departments.
