Education has changed due to innovation development and. These include the educational practices from print to online delivery (Arinto, 2007). Article XIV of the 1987 Philippine Constitution declared that the State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make education accessible to all. This is supported by Republic Act 10650, Open Distance Learning Act, which expanded student access to education by institutionalizing open distance learning at the tertiary level and provide government support for open distance learning programs in the country. This new law tasked the University of the Philippines Open University to assist and provide expertise to the CHED and TESDA in promoting best practices in open distance learning in the Philippines. Due to the development of technology, the mode of teaching in schools and universities has changed from face-to-face learning to virtual or online learning. In most universities and colleges, a different kind of distance learning or open learning scheme has emerged. In the Philippines, e-learning is becoming very popular under the distance learning model. The concept of distance or open learning has been internationally accepted as a practical educational model, though the concept of distance learning has been around for ages. 229
