Garbage produced per day in Denpasar City + / _ 4000m³ with 70% composition of organic waste and the rest is inorganic, where 11% plastic waste is difficult to decompose by nature. The issue of waste in the city of Denpasar is not only a matter of collecting, separating the types of waste and recycling again, but also continue to arouse public awareness. One of the efforts made by the government in overcoming and managing the waste problem is the formulation of Law Number 18 Year 2008 on waste management and supplemented by Government Regulation Number 81 Year 2012 on Waste Management of Household and Garbage of Household Garbage. To implement both laws and regulations, especially on household waste management, the Ministry of Environment then issued the Regulation of the Minister of Environment No. 13/2012 on Guidelines for Implementing Reduce, reuse, recycle through Waste Bank. Through Garbage Bank, communities are asked to take responsibility for the waste they produce by asking people to sort organic waste with inorganic in their respective homes and deliver it to the Garbage Bank. From the research results obtained that the application of 3R, public participation either directly or indirectly in waste management in Denpasar City has been well in accordance with the principle of Bank Trash. From this research can be concluded that the role of Garbage Bank based on community participation in waste management in Denpasar is very big in accordance with the principle of Bank Trash itself. But supporting facilities and infrastructure in waste management in Denpasar are still lacking. Suggestions that the author can give is better government to regularly socialize routinely about waste management to the community, especially to each environment of households stairs. Bagi masyarakat pedesaan sampah masih bisa dikelola dan dimanfaatkan untuk berbagai keperluan, diantaranya adalah untuk pupuk dalam upaya menyuburkan lahan pertanian. Tetapi bagi perkotaan justru sebaliknya. Sampah selain dianggap sumber penyakit, juga mencemarkan lingkungan dengan bau busuk yang menyengat.
