Abstract. Reducing traffic congestion and restricting the use of private motorized vehicles are
the goal of many major cities around the world. Therefore, there have been many studies to
provide solutions to the issue of urban traffic congestion. Traffic congestion charge like
Electronic Road Pricing (ERP) for traffic to entry downtown is one of the measures that has
been successfully applied in some cities such as London, Stockholm, Singapore and others.
This measure is also mentioned by Vietnamese experts. However, up to now, although there
have been a few studies on this issue, the proposed solutions have not been applied. One of
the reasons that may be the impact assessment of the congestion charge solutions is not
enough convincing. This study introduces a method of assessing the impact of congestion
charge using the VISUM traffic simulation tool. A set of indicators quantified is used in this
study to assess the impact of congestion charge. The assessing results show some aspect of
the future picture when the congestion charge is applied in Ho Chi Minh City (HCMC)
downtown and will be helpful for HCMC in formulating congestion charge solutions by
choosing among scenarios of charge level.
