There is no proven method for risk analysis to justify RMO withough shutdown activities. Therfore Risk Assessment using a scenario-based Technological Risk Assessment (TRA) method was chosen considering activites have low-frequency but catastrophic/disastrous consequences. TRA is carried out by applying 5 steps of Risk Analysis, namely; Hazard Identification, Preliminary Risk Assessment, Detailed Risk Analysis, Risk evaluation using the ALARP (As Low As Reasonably Practicable) approach and establishing an action plan and implementation of Risk Reduction Measures. Initial risk assessment using fault tree and even tree model provides outcome frequency and consequence which in 6x6 risk matrix plot still showing risk level 1 (unacceptable) for flash fire and delayed pool fire scenarios. A detailed risk analysis is then carried out using the Fault Tree, Event Tree, and Consequence analysis method by identifying mitigations that can be applied involving various related entities which are expected to reduce the frequency. By preparing mitigation measures to prevent or reduce the likelihood of an incident occurring, all scenarios in TRA are at risk level 2 (yellow) with ALARP risk reduction measures. The results of the TRA have been used by the Management of PT X to carry out offshore RMO activities without shutting down the platform/well which is the first time since Mahakam operation. Kaeywords : event tree, fault tree, hazid, major risk, rig move, scenario based, technological risk assesment, quantitative risk assesment ABSTRAK PT X merupakan perusahaan MIGAS yang mengoperasikan lapangan yang telah mature dimana sumur sangat sensitif terhadap kebutuhan shutdown, untuk itu diperlukan upaya untuk mengurangi kebutuhan shutdown termasuk pada kegiatan rig move out (RMO) yang dari analisis risiko membutuhkan platform shutdown. Belum ada metode yang teruji untuk analisis risiko pada kegiatan RMO, untuk itu penilaian risiko dengan metode Technological Risk Assesment (TRA) berbasis skenario dipilih dikarenakan aktivitas berfrekuensi rendah dengan tingkat konsekuensi pada kategori catastrophic/disastrous. TRA dilakukan dengan menerapkan 5 langkah analisis risiko yaitu; Hazard Indentification, Preliminary Risk Assesment, Detailed Risk Analysis, Evaluasi risiko dengan pendekatan ALARP (As Low As Reasonably Practicable) dan menetapkan action plan dan implementasi dari Risk Reduction Measures. Penilaian risiko awal dengan pendekatan fault tree dan even tree model memberikan outcome frequency dan consequence yang pada plot matriks risiko 6x6 menunjukan risiko level 1 (unacceptable) untuk skenario flash fire dan delayed pool fire. Analisis risiko detail kemudian dilakukan (risk level 1) dengan metode analisis Fault Tree, Event Tree, dan Consequence dengan mengidentifikasi mitigasi yang bisa diterapkan melibatkan berbagai entitas yang terkait yang kemudian diharapkan menurunkan frekuensi sehingga semua skenario masuk ke risk level 2 (tolerable/ALARP). Dengan menyiapkan langkah- langkah mitigasi untuk mencegah atau mengurangi kemungkinan terjadinya insiden (likelihood of occurance) maka seluruh skenario dalam TRA berada pada risk level 2 (kuning) dengan langkah- langkah pengurangan risiko ALARP. Hasil dari TRA telah dipakai oleh Manajemen PT X untuk melakukan kegiatan RMO pada kegiatan pengeboran di lepas pantai tanpa mematikan anjungan/sumur yang menjadi pertama kali pada operasi di Mahakam.
